2006. gadā Kristiāns Borē tika iecelts par otro Antverpenes galveno arhitektu 2006.-2011.g. periodam. Tādēļ, ka pilsētas galvenā arhitekta amats bija visai jauns, Kristiāns uzrakstīja „Misijas formulējumu” – 70 lapaspušu garu dokumentu, kuru 2007. gadā apstiprināja pilsētas mērs.

Saskaņā ar šo dokumentu, pilsētas arhitekta atbildība ir esošās un nākotnes kustāmie un nekustāmie īpašumi pilsētas robežās, kā arī telpu, programmu un projektu attīstība, ieskaitot infrastruktūru, publisko ārtelpu un ainavu.

Borē galvenais uzdevums ir rūpēties par telpisko un arhitektūras kvalitāti visās pilsētvides attīstības iniciatīvās un projektos pilsētā. Borē saka

„Ja kāds runā par telpisko kvalitāti, viņam jādomā arī par vērtību skalām, sociālo un telpisko kontekstiem, kuri pastāvīgi mainās.”

Antverpenes pilsētas arhitekts polemizē ar agresīvās plānošanas taktiku un uzstājas par atklātu publiskā un privāta sektora sadarbību. Viņš atbalsta līdzsvarotu un ilgtspējīgu urbānā auduma blīvumu un tā saucamo „pirmās līnijas” publisko ārtelpu, kas ir pilsētas dzīves un kultūras galvenās artērijas, stiprināšanu. Publisko ārtelpu hibrīdās formas ir pieļaujamas, ja tās nediskriminē „pirmās līnijas” publiskās ārtelpas.

Antverpenes telpiskās struktūras plāna panākumus nosaka daudzu stratēģisko projektu sākums. Plānošanas kvalitāte ir atkarīgā no šo projektu kvalitātes. Tādēļ Pilsētas arhitekta un viņa komandas iesaistīšanai projektu pārvaldīšanā (menedžmentā) ir izšķiroša nozīme.

Vēl vienas Pilsētas arhitekta atbildības aspekts ir pastāvīgā urbanizācijas evolūcija pilsētas un lauku teritorijas atšķirību sairšanas virzienā. Šī pasaulē augošā tendence ir ārkārtīgi grūti neitralizējama. Tāpēc ir nepieciešama „mātes –pilsētas” stiprināšana. Tajā pašā laikā uzmanību pieprasa arī bezpersoniskās, identitāti zaudējošās izkliedētās apkaimes. Izaicinošs uzdevums ir arī pārrobežu vīzija par to kā zaļās struktūras un publiskā ārtelpa stiprina identitāti un pilsētu dzīvīgumu.

Pēc 5 gadu Pilsētas arhitekta biroja vadīšanas Antverpenē – Rīgai ļoti līdzīgā pilsētā, Kristiāna Borē pienesums IAP darbībā var kļūt par plānošanas atklāsmes nesošo pieredzi.

Kristiaan Borret

In 2006 Kristiaan Borret was selected to become the 2nd City-Architect of Antwerpen in the period 2006-2011. As the function is quite new he wrote a “Mission Statement”, a policy document of 70 pages which was approved by the Lord Mayor and his board of Aldermen in 2007. According to this document, the field of work of the City-Architect covers the existing and to be realised moveable and not moveable properties within the city borders and the spatial developments, programs and projects, including infrastructures, public space and landscape. His main task is guarding the spatial and architectural quality of all public initiatives and projects in the city: “ when one speaks about spatial quality, one also should speak about a framework of values, a social context and a spatial context which is always different”. Kristiaan Borret argues for an offensive planning and development strategy and an open cooperation of public and private actors. He preferences a balanced and sustainable densification of the urban tissue and a re-enforcement of the so called “first line” public space, being the arteries of urban life and urban culture. Hybrid forms of public space are allowed when they do not undermine the first line public space. The success of the Spatial Structure Plan of Antwerpen is determined by the many ongoing strategic projects. The quality of the planning depends of the quality of these projects. Therefore, a strong involvement of the City-Architect’s team in the project management is crucial. A final aspect of concern for the City-Architect is the continuous evolution of urbanization towards a dispersed city fading away the difference between city and countryside. This worldwide evolution is of course difficult to counter. Re-enforcement of centrality of the “mother-city” is necessary. At the same time, attention is needed for the dispersed-like anonymous neighbourhoods. The creation of a cross-border vision how green structures and public spaces improve identity and liveability is a challenging task.

After nearly 5 years of managing the City-Architect’s team in a city that is very similar to Riga, Kristiaan Borret’s input in the IP will be a revealing experience.
